Lurk reads only the publicly visible following lists of public Instagram accounts, on a recurring schedule, and stores each observed follow as a public-data edge with the dates it was first and last seen. An anti-flap rule requires an account to be absent from several consecutive readings (here, 3) before a follow is marked "no longer present", which guards against a single incomplete read.
